National Committee are, according to the circumstances obtaining in each country, either a Committee specially organised with a view to its participation in the Commission, or a National Committee, or a sub-committee thereof, of any International Organisation, such as the World Energy Conference, approved by the Commission.

The National Committees must consist of persons competent in the matters relating to dams.

They are at liberty to establish their Articles of Association and their Organisation freely in accordance with their requirements, having regard to the circumstances of the country itself and the national legislation.
